Bombay sales have stopped, and there are no longer
any
sales except at Calcutta. In reality No.4 of

the proposals of my letter of 16th October 1913 goes

beyond the terms of the agreement as it admits of
purchase privately from legitimate holders in Calcutta.
It may reasonably be anticipated that if these
considerations are brought to the notice of the
Governor of Macao, he will withdraw his objection to
proposals Nos.4 and 5.
A revised statement of proposals is enclosed
which might, if the Secretary of State for the
Colonies concurs, be forwarded through the Governor
of Hong Kong to the Governor of Lacao for consideration.
